Ever walk into a workshop with so many tools that you cannot find a simple hammer? You cannot search for it because in this workshop, it's not called a "hammer" it's called a "malleus" which is a term unfamiliar to you. That's how Concrete5 feels to me.
I want to be able to have an image with text and links over the top of it. It sounds easy to do, but page editing, block editing, and whatnot are giving me all kinds of unusual results that are not even close. The videos I found talk about changing an existing page, not setting a new page up.
Is there a forum for newbies like me who are just getting started?

Just post a new topic with clear details of what you are trying to achieve, with screenshots if possible to help explain your goals.
From what you've described I think you would need to look at using the 'Design' controls for either a particular block or an area. You can use those to set a background colour or a background image behind block or area. See:https://documentation.concrete5.org/editors/in-page-editing/block-ar...
In this case you'd just added a content block with your text and links and use the design options to apply the background.
