has anyone ever been given a dedicated IP number with another URL attached to it ??

About two months ago a client asked me to change servers because the original one they chosen was giving them issues (server side)
I have server client accounts spread between bluehost/hostmonster and never really had a server side issue beyond an occasional outage maybe once or twice a year
However for this account the Dedicated IP it came with had an unexpected surprise of the old users url. (I figured this would clear out after my new site was registered since it was new)
After contacting Bluehost and asking for a new IP with no other URL attached to it. Instead of trying fix the issue. They told me to use the whois information and email the url to get off. (I'm pretty sure the site itself is dead because i cant find it anywhere)
Is this common practice? I feel like they gave me a dirty IP and instead of them correcting the problem they told me to fix there issue.

Thats what I figured
After each email of me asking to "please fix" it they told me to contact the technical staff of godaddy (where the url was registered but i guess at one time was on bluehost)
so instead of them emailing the url host, bluehost wants me to do it
it seems like every 2 hours im pulling my hair out reading an excuse rather then them fixing something even after the fact that they know and understand the situation - same thing happens if I call them

A dedicated IP address is going to point at a particular server, and in the case where it's pointing at a shared server it should return a particular hosting account. This is configured purely by the host - this is a network config and web server config on their end. If you type in the IP address directly into your browser and your site doesn't come up, that's something they'll need to fix, not you.
WHOIS is used to fetch ownership information about a domain and isn't really anything to do with IP addresses.
