There are a couple of different ways to approach this issue. One is to add the user that owns the license to your site's Management Team. You'll then be able to log in as that user and assign licenses to the second project. Check out this how-to article:

The alternative is for us to manually move the license over to the other username. This is something one of us concrete5.org core team members would need to do for you. Let me know if that's the case.
