Help with a discount voucher please

Hi, I've adopted a Concrete5 solution that was developed by another.
I want to create a 100% discount voucher using the ecommerce 2.8.9 add-on installed.
I can create the voucher (100% on order, so the order would be free to the user) but when testing and using it, the basket still takes me to PayPal and because that basket value is now £0.00 PayPal doesn't like it as an order.
Does Concrete5 ecommerce support a 100% discount? E.g. I would expect it to bypass paypal and just treat the order as paid.
If anyone can advise that would be a huge help. Thanks.

Concrete5 Version 5.6.3.4 & eCommerce Version 2.8.17. Is it outdated for these versions?

Make sure the folder name is core_commerce_free_order (so remove the -master off the end)
