I bought a theme, used it, then completely deleted my site. Now I want to re-use it (same url, same everything) - is there a way I can get it again without paying? Thank you.
You're still good.
Go to your Projects page for the old site http://www.concrete5.org/profile/projects/...
and choose "edit project" from the right sidebar. From there, you can delete the old project... that should release your theme so you can assign it to a new project page.
