I know you can add an external link for when adding a new page but just wondering can i add a html file to my root directory and link the external link to HTML file that is uploaded in my root directory at all??

Sure, but it won't be tied into the CMS at all (so it won't share the style of the theme, won't be able to include files from the file manager, won't be able to edit the page from the CMS, etc.)
