Is there a way to submit a hosting ticket via concrete5s website?

I am having some server issues with one of the sites I host via concrete5. I would like to be able to submit a support ticket, but I can't find a way to do it as the site itself is responding at such a slow rate that I can't get to the dashboard.

I have sent an email to Franz, on the issue, but was just wondering if there is a way to submit a ticket is some other way?
