Is this possible??

Ok before I start on this and mucking about can someone tell me if this is possible on the image attached I have a latest news block which would use the simple news package on top of the slideshow block are both of these editable if the news block were to be placed in an absolute position within in the div of the slideshow or whatever I were to choose in the css?
