Issue with new File Sets

I have created a website that uses multiple sets and inside those sets I have been placing images. I have ran into a problem though. Any new set that I now create won't accept the images. When I check the File Set to see if it contains the image it just displays file set empty. The website is not showing any errors it just won't put the images into the new file sets I create. Any help with would be appreciated!

Check if the file-type you choose are alowed.

The images I am trying to put into the sets are normal jpeg images. I can put the images into file sets that I have created previously but any new File Set I create just displays file set empty.

Are you putting the image in a set upon upload?

Can you upload the image, then try add it to a set?

Maybe have a look in the developer console to see if there's a problem with javascript.
