Miser Plug-in

I just read a few forum's that mentioned the Miser plug-in. I'm not sure how to get it to download to my website, because I usually just add what I think I'll like from a project page on Concrete5 directly to my website. Is there an easy way for me to get the download to load directly through Concrete5 or what can I do to get it?
