n00b. Buying and keeping add ons?

Quick question this, if you buy an add on to use on a site, do you get to use it on other sites too? Or do you have to pay for it each time you use it on a site?

Have to buy multiple licenses to use it on multiple sites.

Is the payment for add ons a one time thing or is it a (eg) yearly subscription.
