does anyone know how to overlay a hyperlink on top of an image inside a block?

Assuming you are using an image block, there is an option "Image links to" that will do what you need.

If you are using another type of block, please specify the block type.

my goal is to have a map which would then have a hyperlink directly ontop of the location of our business so that when you hit that hyperlink ontop of the map in the block, it would pop up an image of our building

You could create a html image map and add the popup (css, jquery, javascript...).
