Pages take 30-40 seconds to load after upgrade to C5

Upgraded to C5 5.6.0.2 today. Pages now take 30-40 seconds to load, most of the time. *Some* of the time they load within 7 or 8 seconds. Talked to Bluehost and they swear it is not a server problem. They tested with dummy .html and .php files and they load quickly. On my site, it's the initial request that seems to be hanging for a long time. Bluehost said that could indicate some wrong with index.php.

Any suggestions? The site ishttp://www.regieroutman.org. I have turned on the basic cache but that doesn't seem to make much of a difference.

Your site isn't terribly fast but it certainly doesn't take 30-40 seconds for me to get a result. The first request (HTML output) is rendered after about 2.5 seconds.

Was this a temporary issue?

It seems to be faster now. Thanks for checking. It's baffling because I didn't change a thing.

Usually when I had a sudden speed change, it was related to I/O issues. On some server, the basic cache slowed down the site because MySQL was faster than the file system. But since you already tried to enable/disable this, it's pretty hard to tell what caused the issue.
