PayPal nightmare!!

I have a client (Trust) that I helpfully put onto Paypal for her donations and sponsorship.
Once she discovered the extra fees were chewing into her sponsorship payments she decided to take cheques instead.
Only $500 was paid into her PayPal account (via Concrete Core Com) but she has been unable to get those funds for weeks now.
She has sent so many emails and done everything asked of her in order to get her money but they wont play ball. They seem to be deliberately holding her off and holding her off.
Based in NZ she hasn't got a leg to stand on and I feel embarrassed that I advised her to go with Paypal.
I appreciate this is nothing to do with Concrete apart from Paypal being built in but she is at her wits end trying to resolve this issue with a company that doesn't seem to give a s***.
I'm posting this here in desperation really in case some of the US based concreters can offer some advice.
She has even sat with her bank manager talking to them over the telephone in a bank trying to reason with these people. She was told that the registered charity number hadn't been sent. When told it was sent three times! the bloke waited a while and said 'oh yeah here it is'.
I mean what is going on here. Is Paypal really run by the mafia or what??

For example paypal charged my account and kept charging it which caused over 280 in NSF charges.
Their response its not our problem talk to the bank.
The only thing I could think off which might work is for all the donors to request a charge back/refund. Usually this might get back their money and then they can make a payment by cheque.
