Posting PDF files to be download from C5 site.

We setup a forms page and linked PDF files. If you visit the site and click the links you get an "invalid page" message. However, if you log in to edit the site and click then the file downloads. What am I missing? I've adjusted permissions on several of the files - no change. Would appreciate direction.
