pretty urls

i know that the htpacess file is in the main directory
but where in the php pages is the reference to pretty made
my pretty urls got turned off and i cannot get back into my dashboard to make changes.
i do have my recent copy of my db but now do not know how to apply to my files, or db accounts
please advise
