Problem adding blocks

hi whenever i try to add a block to my site i get this error message :
as far as i understand the sytem requiers the file loader.php. Strangly the file is there (i checked for the fie). Any hint how to resolve this dilema would be great.

I would check if it is there and if file permissions are correct.
