Putting files on Site to download

I tried putting a PDF on my site to download and the following message came up-
The component "Zend Optimizer" is not installed on the Web Server and therefore cannot service encoded files. Please download and install the Zend Optimizer (available without charge) on the Web Server.
Does anyone know what this is? I just want to be able to have files available through download

I'm not sure how you're trying to implement your download links but there are a couple of free add-ons that make this easy.
Using the C5 File Manager:
