Scroll Bars disappeared off my Page?

Hiya Team,
I have just noticed that on one of my webpages the scroll bars have disappeared? I have checked the template (right sidebar) for the page by creating a new page and the scrollbars are there so I am not sure what has happened.
Rather than completely recreate the page is there a way to get them back? Is there a line in the code that switches them on and off - if so where is it and what should it read?
The strange thing is, is when I am editing the page on my large screen I do not need to see the scroll bars but if I use my laptop screen undocked I can only see what is on the size of the laptop screen.
If I check the standard site on my Tablet , Smart-Phone, laptop or desktop the scroll bars are not there and therefor I - and others cannot scroll down or even use the Page Down key??
I am using the latest version of 5.7.
Any help would be appreciated...

This could happen if your site sets CSS height and overflow injudiciously.

I haven't made any changes to the sites CSS since it went live 2 months ago. I simply created another page using the right Sidebar template and then a few days later someone emailed to say that they could move the screen up or down as there weren't any scroll bars?
It has me scratching my head.
Where would I look and what would I look for?
