shared hosting ftp connection lost

I have tried a few times to use FTP to back up my website files but it always loses connection after about 30 seconds or so and wont reconnect for a while. During the time it wont connect I cant view my website and other websites im hosting using my reseller account but according to downornot.com they are all up. Is my hosting provider limiting my ftp transfers and blocking my ip for a certain time?
It sounds like it. If you contact support they can probably add your IP to a whitelist so that it won't happen again.
Is this common with shared hosting? I pay monthly for my account so may just move to a different provider when this month is up, I have also been looking at vps, is there much technical knowledge needed in using vps?
on my previous host that happened a lot, i eventually switched,

What hosting service are you using. What are your settings in your FTP client, and have you asked your ISP about it, as the problem could lie in any one of those areas
for me it was my host, not sure there are any changes you can make in an ftp client to make it timeout
