Site Periodically Down

My site is inaccessible certain times of the day (early morning - CST). After running trace routes plus other tools I've determined it is c5 hosting that shuts me down. Are there scheduled maintenance times every day?
Examples:
1] Browser times out when trying to connect to home page
2] Trace route dead ends at host
3] cPanel will not connect
4] FTP program will not connect (connection terminated by host msg)

We do run backup at 1 AM EST every day. We will look into why this may be unacceptably altering performance while running.
Instead of a support ticket I posted this here thinking others must be having a similar problem, which goes like this . . .
Typically, between 3:30 - 5:00 (CST) the site is completely inaccessible. After it does come back online the speed is slower than dial up for about 1/2 hour. Then it is normal the rest of the day.
There are many hubs between you and me so I've checked dozens of other sites during the trouble times, and all work fine. This leads me to believe the issue is not with a hub somewhere out in the ether.
I've used 3rd party sites scattered across the country that offer SEO tools to check access and they cannot connect either. Couple that with the fact that cPanel and FTP cannot login tells me the issue is hosting.
Please let me know if you need more information.

Just another update:
Early this morning the site was a little slow but could function using a lot of patience. Most the rest of the day was normal (good). At least until 10 minutes ago, completely dead in the water again.
