Site Transfer - File Manager indexing issue.

I'm transferring a site and having issues with embedded images (that i've put in expandable content blocks and such). Their roots all look as so
"index.php/download_file/-/view_inline/326/"
I'm assuming this root pulls the files outta the universal "file" directory. I've replicated the environment exactly... yet they do not load when on the new transferred site.
