There is no central place that i know of or can find (or that google can find)
its up to you to promote your special offers in ways that make sense to you.
You can submit it to the deal of the day and that's accessible to everyone on that day - woot style.
having a centralized list in the marketplace isn't going to happen.
There is a calendar of the next 7 deal of the day offers available to Community Leaders and Pro accounts in their private areas.

I've been trying out links to them on the package description pages, like "get this with x & y for a 30% discount".
we're also going to add a field to the add-on/theme edit UI where you can insert a custom thank you message for the order email.
That's be a great spot to add something like:
Post a review of this add-on and get X% off the next one..
etc.

One thing that would be HUGE in my mind (while we are tossing out ideas) is being able to PM all users of a particular addon in general.
