Talking about India, India is soon expected to have the most number of internet users in a very soon two years time span.
As an indian, I know most of my developing peers even didn't tried this amazing concrete5 yet. Most of the websites from India is solely based on wordpress CMS, and most of them complaints about the complexity of the WordPress, hence we should our best level to promote concrete5 in India.
The basic problem when considering India is language, We should try maximum to localize concrete5 to as much as Indian languages. We know already that our concrete5 is a million times better than that WordPress in terms of simplicity. So, We should try localizing these.
I am going to lead Malayalam langauge pack. I will try my best level to do things...
