Tabs on tabs in html

I am trying to use an html block to build tabs on my site, but also to add a section of tabs to one of my tabs. On each tab will be different content. I have attached a file to show how I have been attempting to make this work. I know the code is ugly, but I'm a newbie and have been trying multiple ways to get the content I want on the correct tab. The ultimate goal is to have certain content on each of the tabs on the Forms tab, and certain content on each of the Policies and Processes tabs. My problem lies in the fact that all of the information is available on all of the tabs. Could someone take a look and let me know where I have gone wrong? I was able to do this and make it work for tabs and collapsible content on my FAQ page, but adding the additional tabs has thrown me. BTW, the "files" that I was trying to link to are dummies, obviously, but I wanted place holders until I'm ready to tackle that issue.

There are plenty of tabs addons available that have already solved it in various ways, including my own Magic Tabs.
