Yes. It's unwise to edit the same page while someone else is doing so, and if logged in using a different account you'll be prevented from ding so, but other pages are fair game.

I believe that is the case, yes. It's easy enough to prove, just create a new user, add them to the admin group and then login on a different browser and go to the page you're already editing.
