User Submitted for Deletion

I have a user on my site. When I view them in "Members", I get 2 popups in the top right. Both are the same and say:
User Submitted for Deletion.
Submitted by <username> on <date>, <time>.
Both have a Review button that, when clicked, show me the user details in a popup.
How did this happen, and how can I stop it from doing this? I don't want to delete the user.
