Weird problem with fresh install

Check out the screenshots - I click Add Block, things are cool... I choose a block to add -- any block -- and the next pop-up shows but is blank, never loads the input form (form_setup_html contents).
I've attached the Environment Info too... brand new install, no add-ons other than having installed my custom theme (yes, I tried switching back to Plain Yogurt).
No JavaScript errors either.
Suspicion - something to so with file permissions, but I've CHMOD'd every file in the public folder to 755, still nada.

Could it be that something in the installation went wrong? And did you try to clear your cache or try it with another browser? Otherwise, try to re-install concrete5.
Just tried installing again - no go. Thanks for the tip though.
Every file that PHP creates (via unzipping, or cache) has CHMOD permissions set to 600. This has got to be the problem - anyone had any experience with this?
