Yet Another Slow C5 Site on GoDaddy-Please Help!

Hello everyone. We just worked with a design company to build a Concrete5 site and have it hosted on GoDaddy- the URL is keepusconnected.org. Since it went live, the load times have been horrendous- exceeding 30 seconds in most cases. You can get a good feel of its performance from the speed tests I've conducted over the next few days at tools.pingdom.com/fpt/#!/c9ktNZa8b/www.keepusconnected.org. Long story short, we need to roll out this site ASAP but are waiting until we can resolve this issue.
Questions I would appreciate answers to:
1. Our designers claimed to have optimized the site- does that seem accurate? They said any gains from any additional improvements will be negligible, and the real problem is our host (GoDaddy).
2. GoDaddy said they could move our site to a new server, but since we would have to pay our developers to do that, we only want to do it if it will work for sure. I did an IP test and it seems the server is pretty crowded- but I can't tell if its "overcrowded" at all. But it seems like people have had mixed results with C5 on GoDaddy in general. Should we just look for a new hosting provider?
3. They recommended we upgrade to a VPS but this seems like overkill to me- we will not generate enough traffic with this site. Is a VPS necessary for C5 to run swiftly?
4. Any other hosting providers that people can rave about and recommend to me? I would REALLY appreciate it.

You should try updating to the latest beta version of concrete5.
Back up your site files and database first.

1) Webpagetest.org indicates pretty respectable optimization but slow time to first byte. I got much faster times than you did but it may be related to time of day and server traffic on a shared server.
2) Moving to another Godaddy shared server is still a crap shoot for performance but others have mentioned success. If possible, ask to have your site files and database on the same server.
3) I have a dedicated server leased from Godaddy and it is faster than shared, but still not real high performance speed-wise.
4) Can't help you with this one...
