3 companies - one website

Hello.

I'm not very familiar with Concrete5 yet, so sorry if this post is placed in the wrong section or is irrelevant.

I work at a small company where we need a new website - the old one is from 2004, and is very outdated. I'm usually working with usability and content, but since I didn't think the website would be to complex, I offered to make it. The problem is, that the company is split in 3 "sections" - 3 cities, and they want each city to be represented first, and then put the content behind that. Meaning that if for instance I press "courses" on the website, I get a choice between the 3 cities, and after choosing the right city, the content is presented. The problem is that the content is 90 % of the time the same, so I don't wanna make 3 identical subpages, but one that's linked to from each city, so I don't have to manage a lot. Is that possible with Concrete5? Or am I looking for another CMS? I hope my question makes sense, and that someone has the right answer - i've been looking around, but i'm not sure, if i'm looking in the right direction. We have something similar currently with Typo3, but I would like to use a cms that's more interesting, lige Concrete5, if the 'reference-system' is available. Thanks!
