5.6.0.2 upgrade error (which forum to use for broken upgrade?)

I get the following error after upgrading to 5.6.0.2 with a pretty vanilla site.
Looks like it is looking for menu_required.php in the 5.6.0.2 upgrade elements folder, but that file is not there.
Any ideas?
