Access and Permissions in File Manager

Going to the documentation I was excited to see this...

It looks like a pretty nice interface but how does an admin find it. As a top level editor I've liked what I've been able to do with Concrete but I have a number of other users that I would like to be able to edit their respective pages and areas of responsibilities. Being an art guild pictures become very important.
Been a bit of a nube to Concrete so my question is...how do I get to the access. If I have to add a bit of script does that go in the HTML for the base page of the sight or elsewhere?

I am still having problems finding the interface for setting the file manager permissions. I have a 5.6.1.2 install. I would hope this isn't a feature that hasn't been "perfected" in my install version. More likely its something I am missing. I have the permissions set to Manual as I figured that would give me the degree of detail that the website I am managing would require. Inputing "File Manager Permissions into the Intelligent Search box sends me to the same help page you provided.
So I am not sure if you or another user could go through the click sequence to get to the file management permission cue that the support shows for version 5.6.1.2 (noting your initial reply sent me to the help for 5.5). I'm not sure if the browser used for editing is important at all but its interesting that some of the interfaces shown in the documentation look very "Mac", maybe Safari?
Once there it looks like it will be a relative cake walk to set permissions. I have not truncated the rights of the admin user at all that I am aware of. Something like that could be responsible for what I am seeing.

It looks like you've found the concrete5 version 5.4 documentation. Here's a bit more updated version of those docs

Basically just type "File Manager Permissions" in the Intelligent Search box in the top right of the dashboard.
