Added block not editable

Hi,
I created a block. But the first time after I add the block to the page, and then click add button. Although I am still in the Editing mode of the page, but the block I newly added is not editable. When I hover the mouse over it, the ccm-highlighter layer will not show up and that area is not clickable although I can see the red dotted border around it.
And if I refresh the page the block becomes editable again and if next time I modify the block, it editable as well. It only happens the first time I added to the page.

Try clearing your cache through systems and settings, and than log out, and back in it may be a number of reasons, but when I have had the same thing happen to me I did the above with great success.
