Adding sub pages under external link no longer available?

I'm trying to add click functionality to activate submenus rather than hover and would like the parent to be a hashtag (href="#") rather than an actual page. Adding sub pages under external links is no longer available, though.
This functionality is available in previous versions but not the most recent. Why was it removed or am I missing something?

I'd like to add that by hacking the autonav block itself, I was able to accomplish this but would prefer the solution outlined above.

I can confirm that you cannot add subpages to external links in the sitemap.
I believe you can still use top level links while opening the submenu with a click. To do this, the first click on the top level link would open the submenu, a second click on the top level link would open the link. Which means to open a top level link, you would click it twice.

I think this would lead to confusion, particularly on mobile since accidental additional taps are more common place.
