Adding users to a group and that group only

Hi,
Not sure if this question is already asked as searching for it is difficult.
The problem is this:
User A is member of Group X.
Group X has permission to add users.
When User A adds an new User, he/she can select every Group available.
But I want to disable certain groups.
So User A can only select Group X and Y.
Groups A, B, etc. are blocked / disabled.
I couldn't find this option with advanced permissions. So is there another way? Or am I overlooking something?

Registrant Group add-on might help?

But this addon works only with registrations in the front-end. The back-end does not use this addon.
