Advanced Permission at Block Level with Layout Tool

Hello folks,
I got the advanced pernmission model running very smooth. Thanks to the C5 developer. I could limit the Blocks for an Area when the User is adding a Block to the Main Area. But I have problems when the user is using the Layout tool. In the new Areas created then the permission model for my block level is not working anymore. It shows all blocks again. I setup the Block level permission in the page type defaults for the main area. Where takes C5 the default settings for the Block Level permission in the Area of teh Layout Tools???? When I got to a Layout Area and check the permission of this Block all Blocks are enabled for this user. I can not figure out where this settings can be changed.
Would be nice if someone has a hint for me in the right direction.
