Advanced Permissions and Attribute Sets

I'd like to:
1) Create an attribute (or even better, a set of attributes)
2) I'd like them to be editable by a certain user group
3) I'd like them NOT to be editable by, OR hidden to, anyone else
I can't get my head around it though.
Any ideas?

I did a lot of customization on the composer page for a few clients that needed similar stuff. I made it so everything gets edited in composer in terms of attributes. in the write.php file of composer it is easy to detect what kind of user is editing and display/not display certain elements by PHP
