Advanced permissions, scrapbook best practice?

Hi,
I always use the scrapbook for building global areas. My question is, with advanced permissions on, the scrapbook has to have 'read' permissions so a user can edit the global area on the website, but this also means then that they see the 'scrapbook' tab in their dahsobard. I have lots of elements in there that i dont want the cleint to access it, so what should i do?
do other people leave the scrapbook open for thier clients? or is there a way to have global elements by hiding the scrapbook?

There's a couple of forum posts about it already, but essentially you render the block from a specific page (generally 1) direct in the template - It's my preferred way of doing global nav and header bits.
