Can someone advise if this is really hard to implement in concrete5?

b4 hover over you see the "links" and during
hover over you see the "active links" with different color bars.

Is this hard to implement in concrete5? That is, can a client add pages ( a new menu link)in the admin panel and have a different color bar show up like this randomly?

I know anything is possible, but my designer/dev is saying this is a lot of hassle to do in concrete5.

What would be the best way to go here?(point in the right direction would be really appreciated, e.g. use css first to do x, then use jscript to do y)
