Does anyone know how to force a block to not load any JS or CSS?

I'm developing an e-commerce site and am starting to get concerned with the amount of extras each block loads.

I tried blank css and js files in the block template directory but blocks seem to load css files anyway - another example is ccm.app.css.

How do others handle this on sites?

I noticed that Miser requires C5's caching be turned off - what do others do on production sites?
