All caches off results in absolutly blank sites

After switching off all caches in a formerly working local testing enviroment not only all sites are blank, but also no dashboard is reachable by direct adressing it in the browser.

My first attempt should be to switch caches on again. But I'm in doubt this will solve all problems here.

Any ideas??
