Allow upscaling images smaller than the thumbnail size > to the exact size?

Noticed the new function "Allow upscaling images smaller than the thumbnail size " in 8.4.1, thanks for that one!

Wondering how to get Resize and crop to the exact size working though?
Dimensions are 1920 x 514. When upscaling, the image gets a height of 514, but not a width of 1920.

Any ideas on how to get that working?
