Allow User to Create New User

I apologize in advance if this is a no-brainer but the search terms within my particular problem are making it difficult to find a solution. I found this 'how-to' here...

...from MattWaters (thank you Matt) and I managed to change the 'User Permissions' (similar to the file permissions in the tutorial) and I can add a new user while logged in as a 'user creator' (not admin).
BUT after creating the new user I am dumped out on a access denied page. Then if I go back in, no users are listed.
If I log in as an admin, I CAN see the new user was in fact created.
Ultimately what I would love to have happen is...
Admin creates UserA. UserA is in the 'usercreator' group and 'group1' group. UserA can create UserX, UserY, UserZ and they would automatically be included in 'group1' group.
Same thing with a different group.
Admin creates UserB. UserB is in the 'usercreator' group and 'group2' group. UserB can create UserD, UserE, UserF and they would automatically be included in 'group2' group.
Is this even possible?

Created an 'owner' user so the owner of the site can add new user accounts for his clients.

Problems:
Get access denied on created page. (after ADD) (admin can see user)
Cant add user to group on user creation.
Cant see list of users on user search page.
Can add groups
Cannot move group up or down
