Allow users to add blocks to their public profile

Can anyone please help me.
What I'm trying to figure out how to do is to allow users to add blocks to their public profile.
So that users can add galleries, or videos or any block to their own public profile page only. That is visible (but not editable) by anyone else viewing the page.
