Architecture planning for voting on images

I am trying to plan a voteable image gallery for a C5 site 5.6
I am looking at 2-3 options.
The mini brief - people vote on their favourite image of the month/week.
The main question I have is i want to add ratings to an image is it best to add voting as an attribute/block on the page or on the file?
Eg
Option1 : image and image (file) attrbutes for voting on file
Option 2 : pagetype and image and attributes for the pagetype
Any pros and cons for either?
Right now I am fancying page types - eg the vote goes to the page with the image as this would give better access to page lists and urls for winning pics
But I welcome other thoughts :)

This would actually solve the issue by creating a page per image you want to vote for, and you can then list them the way you want, manage the votes etc…
