Area Permissions Don't Work on Page Defaults?

I've set up a User Group called "Authors"
I granted that user access to only edit and add pages underneath the Blog section of the website.
On my Page Defaults for the blog_page type, I went to the Area for Main Column and checked only the Block types I want my Author group to add.
This doesn't seem to trickle down from page defaults...am I correct?
Upon logging in as a user in my Authors group, when I add a new blog_page, I can add every Block type...even though the Page Defaults only allow for Image and Content blocks.
I have cleared the cache several times and double and triple checked all of my settings...but it appears that Page Defaults don't push the Area permissions down to new pages.
Is this correct...or am I missing something here?
