What is the best practice for creating a beta site and having it use the same add-ons and their licenses, and have them show up as one consolidated project in the the Projects list?

I currently have a beta site that is in a sub-directory on the same server as a live site. The beta site is necessary to do some updates and I would like to have full functionality of all the add-ons on both the beta and live site including the new ones that were just purchased.

It seems problematic to get them both to show up in the same Project. I have connected both to the community.
