Blank CCM Toolbar showing to all users when not logged in

For some reason the site toolbar is showing to all users on the site even when they are not logged in. I cannot work out why this is happening. I dont think it is a template issue but cannot be sure. I have checked with Firebug but dont see any immediate problems. May be a JS conflict?
COuld it be permissions. Since the new C5 backend I have become even more confused on the permissions setup (which I hope they are fixing) and so maybe in setting up a client admin role I have somehow caused this - however from looking at it all I dont believe I have.

Check your guest permissions and make sure they do not have the ability to edit. I had this on one of the sites I work on and discovered that the client had given guest users permission to edit the home page.
I have the same problem at pennywisetandemcycletours.com. I think that this might be contributing to my problem with android browsers not finding my homepage. (Getting "page not found" errors).
I did try to load the Problog addon, had problems after install and then uninstalled. Will try going back a version or two. Is this necessary on all pages or just the homepage?

Thank you, permissions were the problem with the toolbar showing up on all pages. I had given guest permission to "preview page as user". Once I removed that permission the toolbar went away.
Have you done any of:
- installed a new addon
- upgraded an addon
- changed a theme
- added a new block to a global area or stack shown on the pages in question
- added a new block to the pages in question
In any of the above cases, you should be able to get directly to the dashboard at yoursite/index.php/dashboard/ and move the page back a version, uninstall an addon, change a theme back etc.
If you have just upgraded concrete5, then it gets more complicated.
