Block on many pages editable from one location?

Hello,
If this question has been answered before, I apologize, I could not find it:
I would like to make a block that will appear on many pages and edited frequently. I would like the block to change on all the pages when edited from a single location. Is this possible? Scrapbooks are no-good for this, because changing the scrapbook block will not update the block wherever it was already placed.
Any way to do what I am looking for? Any help would be appreciated.

Scrapbook blocks update, you might need to clear cache after changing them.
AHA! Thank you... at first I thought this was contrary to documentation (here:http://www.concrete5.org/documentation/general-topics/scrapbooks/)...
"When you add a block from your personal scrapbook you are making a new instance of that block. That means this is totally not useful if you want to have the same block show up in many placed but be editable from a single location."
But that seems to only apply to the Personal Scrapbook. Global scrapbook will update the blocks. So the question then is, do custom scrapbooks behave like global scrapbook? and it seems like your answer is 'yes'?
