Blocks vs Pages, list views

I'm making a FAQ page. Each FAQ is "short" so I thought I would make an FAQ block that the user could just add.
But if there ends up being dozens and dozens of "questions" (FAQ's)...and I need a pagination 1 | 2 | 3 with "previous" and "next" buttons, is this something I should be building with blocks?
Or should I make my FAQ a page type instead?
